Altera's support link finally send me here:

But it seems there is no category for FPGA when I try to submit a ticket.
Has any one ever posted a request ticket before?
By the way, the problem I try to submit is , this bug seems to re-occur in Quartus Prime Pro 18.1.2:

You need to register for Intel Premier Support, once you receive confirmation you will be able to create a ticket.
