Boot HPS and FPGA via external Microcontroller

1. Can an external Microcontroller  emulate itself as SPI slave device (x1) and boot the HPS and FPGA ?.

2. Can we boot HPS using SPI single data line instead of x4 data lines 

Device Cyclone V SE SoC FPGA.
