Can't create file JAM

I have read Altera's Document "Using the Serial FlashLoader with the Quartus II Software" to know how to Generating .jic and .jam Programming Files in the Quartus II Software.

I flow exactly their direction,but I can only create file *.jic .But when I continue to create file *.jam, Quartus 9.0 disable this functionhttps://www.alteraforum.com/forum/attachment.php?attachmentid=7597
