Iam planning to use Cyclone 10 FPGA 10CX105YU484I5G. In the Datasheet it states the absolute maximum rating of VCCIO 4.10V.
But in the operating conditions it is mentioned as max 3.15V.
Please can I get clarification if I can connect 3.3V to VCCIO so I can interface 3.3V IO directly without any additional Level translators.

you need to understand the difference between absolute maximum ratings and recommended operation conditions. Correct operation isn't guaranteed beyond recommended operation conditions, you can't use higher VCCIO than 3 V with Cyclone 10 GX. Inputs with 3V IO- standard can however accept up to 3.3V logic voltage.
