Hi,
not sure what your actual question is. You are asking about a specific FPGA device in F484 BGA package. According to device overview document, it has 324 user I/O pins available. Same die is also offered in F780 BGA package with 532 user I/O pins. For detalis of pin functionality you can refer to pinout tables.

EP4CE series has no GBit transceivers at all.
