I am unable to find if it's a complete programmer cable (supporting all voltages) ?

The USB Blaster works, the VCC (TRGT) must be hooked up to 5V for the 7000S family.
If this is a new design, you may want to avoid the 7032S. It's officially discontinued since 2009. The usb blaster User guide is here: http://www.altera.com/literature/ug/ug_usb_blstr.pdf Pete- Mark as New

thank you i totaly misread that it is a sense line and not a supply line.
it's a regained part from a broken device. i assume it might be locked and unusable, although the device as whole was firmware upgradable so maybe lucky. it would allow me to play around with some (5v) devices like memory and practice some solder skills along the way. before i get to all the tiny new parts. freddy
