I would like to design a PCB that will be plugged into DE10 Lite board.
Is there a reference design that can be used with the exact pins locations, sizes and text?
Both of the GPIO header and the Arduino connector.

Arduino UNO R3 (Arduino classic) shield designs are widely available on the net, e.g. here Hardware | Arduino Documentation They provide Autodesk Eagle design that can be also imported in KiCAD.
Terasic DE10-Lite page shows a number of suggested GPIO connector applications, mostly using IDC cable. https://www.terasic.com.tw/cgi-bin/page/archive.pl?Language=English&CategoryNo=234&No=1021&PartNo=2#contents
