when setting up a de10 nano do i have to download the quartus software on to the fpga board or can i have it on my personal device and send the program via a usb blaster to the fpga board

Quartus runs on a PC, not the FPGA. It generates a programming file (.sof by default) that is sent to the FPGA via USB Blaster to the device's JTAG port to program the device.

As per user 'Sstrell' stated in the previous comment. It is can be accepted as the answer. Quartus runs on a PC, not the FPGA. It generates a programming file (.sof by default) that is sent to the FPGA via USB Blaster to the device's JTAG port to program the device.
