5500 browser stutter and video

Hello.

My Dell has been very problematic with browser pages since win10. All you tube vid above 720p and flash video stutters to the extreme. Scrolling, typing words, or clicking is also slugish

Video Stutter in all browsers. Tried resetting all defaults in browsers no change. No issue with LAN or ISP bandwidth.

Does it fail every single time, or only sometimes?

If you can offer a % rate please do.

ie Does it have AMD or NV graphics too?

Switchable graphics. AMD R7 m270

Make and model of any Displays that are used to see the issue (see note2 below). 

LFP = Local Flat Panel (Laptop panel) EFP = External Flat Panel (Monitor you plug in)

Laptop panel 4k screen

How much memory [RAM] in the system (see note2 below).

16Gb

Provide any other hardware needed to replicate the issue.

ie: Cables&brand, cable type [vga, hdmi, DP, etc], dock, dongles/adapters, etc

All internal hardware
