No matter what settings you choose for your display in Intel HD Graphics Control Panel -> Display -> Basic -> Scaling,
When you launch a fullscreen application the setting will be ignored and it will revert back to 'constrain propostions' when enabling fullscreen, then when you alt-tab to desktop it will go back to your selected mode, then you alt tab to game and it will go back to proportions setting again, making it impossible to get rid of the black borders.
The setting only is applicable in Windows 10 Desktop, doesn't work for fullscreen apps.
It worked good in Windows 8.1, I just upgraded from 8.1 to 10.
In windows 8.1 I could game on any resolution without black borders - a nice, full, filled screen.
I think I have the same issue as the sir here:
Please fix this ASAP or suggest steps to fix.
Problem does not happen without drivers (Driverless) -> Games run in full screen / fill screen mode at any resolution (so this is not a Windows bug).

Same problem here, for some reason every time I go into full screen it keeps the resolution but switches to Maintain Aspect Ratio instead of stay on Scale Full Screen and when I tab back to desktop it return to Scale Full Screen.

Hey guys. As everyone knows, amd, intel and nvidia are working on the drivers updates for windows 10 and until we wait for the releases, we cant play 4:3 stretched.
So i've searched a lot about a provisory way to do this and i've found a program who helped me fixing the problem. Its called HRC (HotKey Resolution Changer) and basically, it just changes the resolution of your monitor when you press the hotkey. Looks simple af but actually it works when you press the hotkey in-game.
* I readed too that you will need to click "read only" option in your video.txt or the game will always launch on default settings or something like that.
Anyway, if youre facing this problem and youre lazy like me to go back to Win7 and wait for the drivers of Win10. Try this.

Same here with Family Graphics (4400) and it worked in windows 8.1 too, its a shame too because I do like Windows 10.

Same issue here with a 4600 HD and GTX 860m.
Tried latest drivers for the Y50 from Lenovo's website for intel's gpu Win10
Also tried letting windows update do it for me.
No luck at all. Both seem bugged with windows 10. I set scaling for 4:3 res to fullscreen but the second i go back to 1080p, it reverts ALL res
setting to use "maintain aspect ratio". No big deal since i play most games 1920x1080, but older games like Just Cause and Morrowind both have these
annoying black bars.. I was able to fix it in Win7, 8, 8.1
Idk why the driver in 10 is being a pain to deal with.. Pls fix intel...

Yeah it's not the application that choses which mode, there are literally zero full screen application that let you change this setting. So the override application setting was never ever used by me, first time in my life I see this setting.
