This has been happened on nearly all (tried 2xxx to 4226) drivers in Windows 8.1.
However in Windows 7, this is not an issue and the game runs fine with higher framerate.
from the looks of it the UI are slowing the game down to 20fps. without it, it'll be 30fps which still also lower than what it was in Windows 7. The GPU & CPU Usage are also lower in Windows 8.1
This issue also happens on Battlefield Hardline.

Any updates on this? Just tried it on Windows 10 and the bug still persists.

I have been testing the game on windows 8.1 with latest video drivers. I am getting same FPS when playing Battlefield 4. I would recommend checking with game developer for further game settings o try testing customized drivers from your motherboard maker or computer manufacturer.

same? same 20fps? if yes, that's the problem.
if you check GPU-Z or HWINFO the GPU Usage, Clock and Wattage stays at low usage on Windows 8.1 or Windows 10.
If you try on Windows 7 you will notice fps that the framerate improves alot and the GPU Usage is higher.
I have suspicion that it might be because of some bugs on WDDM 1.3, as Windows 7 has WDDM 1.1 and has no 20fps lock problems. but i'm no expert on this.
so, might wanna try it on windows 7 to test things out.
My customized driver from motherboard maker is still using drivers from the old sandy bridge/15.22 branch, so I doubt the fps would even reach 20.

Just wanted to let you know that the 4276 drivers still have the UI Framerate drops on Windows 10.

Also Payday 2 have white rectangle box on some textures or areas, happens on every 10.18.10.xxxx drivers. doesn't happen on 9.17.10.4229.

Star Wars Battlefront beta requirements are very high for it. Minimum a Skylake processor is required. I do not think the Intel® HD Graphics 4000 will handle it.
