The other day I was using my laptop (Inspiron 15 7000 Gaming) and the screen refreshed. After that point whenever I woke my computer up from sleep I would get a grey fuzzy screen instead of the OS. I tried reinstalling my graphics card drivers which made no difference however when I reinstalled my integrated graphics (Intel HD Graphics 630) it worked for about 3 mins before the screen refreshed and the issue returned. I assumed that initially it was using the defualt driver that come with windows 10 which is when it worked and then found the proper on online automatically and installed the latest one causing the issue again. I went into device manager and rolled back the driver and it has been working ever since. I am fairly sure it is a bug in the latest release of this driver as of writing (02/11/2017)

I have the same problem on my computer. I also have an Inspiron 15 7000 Gaming laptop. I was able to address the problem by manually installing the previous version of the driver (21.20.16.4574). I also had to use a registry edit to disable automatic driver updates for windows, because it kept installing the newer version of the driver. Waiting for a proper fix from Intel.
I'm having the same issue. As extra information a picture which shows how it looks when being grey fuzzy at my computer. The big block is the mouse, I can move it. For me a work around seems to be to not interact with the computer until the screen goes black again. after it goes black, I can swipe the mouse and the normal log in screen works properly again.
Same issue on the same laptop. I was originally able to fix it by rolling back the driver, but Dell's update system asked me to download an update (no specific information) that not only brought the driver back to the broken state, but it deleted my rollback. Currently trying to manually download and install the previous version of the driver mentioned earlier.
