Can I disable hot keys for rotation only, leaving other hot keys active?

I'm configuring an HP Probook 4540s running windows 7 for someone who needs to use a vast number of their own hot keys, and they don't want the screen rotation keys to work. They do, however, need the monitor selection keys to work. Is there any way to disable JUST the screen rotation keys? I'd prefer not to edit the registry but will if it is the only way - if so, please advise what to edit.

Hot Keys can be either disabled or enabled but there is no option to disable certain hot keys.
