On all our systems we have IDSA installed, and it is capable of downloading new drivers (Bluetooth, Wi-Fi, Graphics, etc.) but it can't run the installers.
I have attempted to run the installers from C:\ProgramData\Intel\DSA\Downloads folder (automatically created by the IDSA) and receive an error message stating I do not have permission to do so.
Checking the permissions shows that administrators have the necessary permission (determined to be read & execute) but even when running as an administrator it fails for permissions after a UAC prompt.
I have also changed the Folder Location under settings in IDSA and the new folder at the new location suffers the same issue.
Manually moving the driver installers to another folder and running them manually is a working. We can reproduce this problem across multiple systems and with all drivers (e.g. (Bluetooth, Wi-Fi, Graphics)

Hello ACoons,
Thank you for posting in Intel community Forum.
For me to further check this, please help provide the following details:
- What is the model of your Graphics controller?
- Are you using an OEM or laptop?
- If yes, Please provide the complete brand and model of your system?
- Before having an issue, does the IDSA on those system are working fine before?
- Did the customer change any settings?
If you have questions, please let us know. Thank you.

> What is the model of your Graphics controller?
Intel Iris Xe
>Are you using an OEM or laptop?
Yes
> If yes, Please provide the complete brand and model of your system?
The reported systems are all variety of Lenovo Tiny/SFF or ThinkPad with Iris Xe or UHD Graphics
We have replicated the issue in another network/domain with two Microsoft Surface Laptops.
> Before having an issue, does the IDSA on those system are working fine before?
Yes
> Did the customer change any settings?
None that we are aware of. Changing the configuration or security settings from defaults is not typical especially when troubleshooting.
Other information:
Simply changing the permission on the downloaded .exe file for "authenticated users" to "read and execute" fixes the problem. The fact that it was a permissions issue is what lead us to think it might be inherited permissions from the c:/programdata directory or an installed security solution. Moving the installation location to another folder doesn't not improve the permissions issue in fact it will strip any permissions changes manually applied.
NOTE: Other drivers like Bluetooth and Wi-Fi also fail to install for the same permissions issue.

UPDATE: We have started with a clean system and discovered that just installing Netwrix PolicyPak (without any policies configured) is enough to break Intel DSA driver installation (driver update process). The .exe files have the SAME security and permissions before AND after the installation but work only when Netwrix PolicyPak is not installed on the system.
Right now, the work-around is manually installing each update or changing the permissions of the downloaded files so authenticated users can "read & execute" neither of which should be required to get Intel DSA working.

Hello ACoons,
Thank you for the update.
There are a lot of possible causes for IDSA to have errors since it is web based.
f you are having issues with the IDSA, the usual recommendations is to install the driver manually which you already did.
If you have questions, please let us know. Thank you.
