Thank you for posting on the Intel Communities. I am sorry you are experiencing an error message on your system.
This issue can happen when there is corruption in the installation files of the Intel Graphics Command Center Software, and you should be able to fix the issue by doing a reinstallation. Please follow the instructions in the following article:
Error: Windows Cannot Find IGCCTray.Exe
Note that the software that you need to download is Intel Graphics Command Center you do not have to download the Intel Graphics Control Panel.
