i want to know why my laptop showing that i have total video memory of 1782 MB in which the dedicated memory is only 62 mb. Why it is not using the full amount of video memory and how should i increase it if there is no settings in the laptop bios that i have Hp 240 g3 N3540.

There is a difference between system video memory and dedicated video memory. Dedicated video memory is useless. If you want to discuss having more dedicated video memory, contact your laptop manufacturer and have them explain it.
As far as your system video memory, depending on your graphics, it will likely be 50% system memory, but you never mentioned graphics you have, and how much total system memory you have.
