I am trying to run the codes based on OpenGL 2.1 and glsl version 120. They are running fine with Nvidia and AMD cards, but not with Intel HD 4600 card. It seems that the extensions such as GL_ARB_fragment_shader, are not supported. So I am wondering whether Intel HD 4600 doesn't support the legacy OpenGL 2.1 and glsl version 120 anymore. I am running on Windows 10.

Yes the HD 4600 supports both. Have you tried the most recent driver for HD 4600?
