HD 4600 huge stuttering in games.

So i have this very strange problem, i have 4670k , asus gryphon z87 , 8gb ram , win 7 64 , everything is updated. Drivers are latest!!!

Doesn't matter what game i play , when FPS drops below my refresh rate (monitor is 60hz) games just skip frames and stutter horribly.

Even 58-59 fps stutters.. like everything below.

Then when it comes back at 60 FPS again , its working smooth no problems. So only way is to play games at 60 fps and not let it drop even

1 fps lower. Its kinda hard with integrated graphics.

What could this be?
