The problem looks similar to . Same hardware, same OS.
The name of the game is Sonic Adventure 2. It can be obtained through Steam. http://store.steampowered.com/app/213610/ http://store.steampowered.com/app/213610/
Problem:
About 1 minute after the start of the first stage a flying model of some kind of vehicle appears just above the head of the character. It moves along with the camera and occasionally blinks when the character moves. It happens always (100%), easy to reproduce. Just start the game and play for a few minutes. The problem does not appear on other graphics adapters (like NVidia or ATI).

Hello dmit.bit,
Thank you for joining the Intel communities.
I suggest running Windows update, also try uninstalling the driver and reinstalling it, you can follow the steps to uninstall it at the following link:
http://www.intel.com/content/www/us/en/support/graphics-drivers/000005598.html Uninstalling the Intel® Graphics Driver and Intel Display HDMI Audio...
Once the driver is uninstalled, restart your system and then reinstall the driver again.
If the problem persists we will need to wait for a new driver release that hopefully will solve this problem.
Best regards,
Ivan

Investigation concluded there was a bug and a fix is in process for 15.36 and 15.40 drivers. I'm targeting this fix to be in our Q2'16 releases.

Okay, so this fix was checked into our 15.40 branch which supports 4th Gen Win10 + 5th & 6th Gen Win7-Win10. If you're running these specs, the latest driver should resolve the issue.
Development confirmed it's not yet in 15.36, though I've submitted the check in request and priority is lower for 15.36 so it may take a while longer. Thanks for your patience

Check-in for 15.36 was denied, we will not be porting this fix back.
So the fix is in latest 15.40 branch. This covers 4th Gen Win10, and 5th+ on Win7 thru 10.
