I am trying to reach Intel's Windows team to discuss their packaging of Vulkan Runtime in the Windows driver package, as a part of a larger picture of proper packaging of Vulkan Runtime on Windows. VulkanRT installer does not override newer versions, if these are already installed on the system. The app may also package an VulkanRT installer, the latest from version provided by app and driver is going to be installed in the system.
