I don't know if it will work in HD 4000 Integrated Graphics, but try this:
Open Windows Settings: System>Display.
Click on Advanced Display Settings
Click on Display adapter properties for Display 1
On Adapter Tab click on List All Modes. You should be able to chose the Interlaced mode from the list.

Tried it but I have there only progressive scan resolution. I found that interlaced scan option shows up in custom resolution only with hdmi display.
