I bought a budget laptop for programming, and I want to try out the new Vulkan API for making a high performance render engine. But my Intel HD apparently doesnt support Vulkan. What can I do?

Intel® HD Graphics for Intel Atom® Processor Z3700 Series

(this was the intel hd that the ark page said about the processor)
