Your CPU is a mobile CPU, so I guess you have a laptop, right?
You should install the driver from the laptop's website... it may have customizations specific to your system that are not included in the basic driver from intel website...
The issue is probably windows update rolling back to the customized driver they have from your laptop manufacturer...

Hello DoubleFly,
Thank you for posting on the Intel® communities.
We highly recommend always using the driver provided by the device manufacturer (OEM) since they are handpicked and include customized features and solutions to platform-specific issues. If you still want to use the DCH driver, please try a clean installation of it:
Clean installation instructions: https://www.intel.com/content/www/us/en/support/articles/000057389/graphics.html
Latest DCH driver 31.0.101.3413/31.0.101.2111: https://www.intel.com/content/www/us/en/download/19344/intel-graphics-windows-dch-drivers.html
Let me know of the outcome.
Best regards,
Steven G.
