In Windows 10 22H2, which is officially supported by the driver, the entire intel graphics software application just freezes when changing the Scaling Mode setting.
It changes properly on Windows 11.
After it freezes, it doesn't open again unless forcibly ended in task manager. When reopening it, the setting doesn't change to what was selected when it froze, so it's impossible to change the setting.
This is using the latest version of the driver, but I also tried many older versions and they all exhibit the same issue.
A video showing the issue is attached.
Steps to reproduce:
1. Attempt to change the scaling mode settings in intel graphics software
2. Observe how the application freezes and stops working

Hello, I am also having this issue with my brand new intel arc b580, I have not been able to verify if this issue has occurred on other driver revisions or other intel graphics cards.
Any time I try to change the "scaling mode" or "scaling method" option, first the screen goes black for about 2-3 seconds, and then the Intel Graphics Software application completely freezes, it cannot be closed from the tab or from the taskbar, as well as the pop up icon from the arrow in Windows 10, it has to be killed with Task Manager.
My PC:
Processor AMD Ryzen 7 5700X3D 8-Core Processor 3.00 GHz
Installed RAM 16.0 GB
System type 64-bit operating system, x64-based processor
Pen and touch No pen or touch input is available for this display
Asrock Intel Arc B580 Steel Legend
Windows 10 Pro Version 10.0.19045 Build 19045

Same here. Intel Arc B580. Windows 10 22H2, latest updates.
Scaling Mode being moved to GPU Scaling = 1-2 second blip of black, then its stuck like this:
Interestingly, I get the same results when changing the bit-range from 10 to 8 (but that one actually successfully changes to 8, despite the intel graphics software app completely freezing up).
My PC:
