Does this happen with other video sources or file formats?

It happens with every kind of video, the image and gif are from a youtube, but the exact same thing happens with 720p or 1080p files.
I'm using a HDMI cable when i connect the computer to my TV and a VGA cable(i think) when i connect my computer to my Computer screen. I tried to buy a new HDMI cable but it didn't help at all.
