Have a brand new HP Elitebook 1040 G9 laptop. It has Intel XE Integrated Graphics. In the advanced graphics properties, 40hz and 60hz are options. 60hz is selected.
The issue I'm facing is that the refresh rate appears to be changing dynamically. On the desktop the mouse cursor feels like it misses a lot of frames. It doesn't move smoothly. If I open a window, the cursor is then smooth. I don't think it is mouse 'lag' but someone else may describe it that way.
If I remove the Intel Graphics Driver and use the Microsoft Basic Adaptor, the cursor feels totally smooth at all times. Only 60hz is available in the display options at this point.
I've tried turning off various power saving options in the Intel Command Centre (or whatever the graphics panel is called). It's the same plugged in or on battery. It happens with the touchpad or an external device.
I suspect there must be some sort of dynamic rate change making it feel this way but I can't find the cause. Has anyone else also experienced this?
EDIT: Seems to only be an issue in Windows 11, not Windows 10. Guess I'll have to stick to Windows 10 on this new laptop..

You mentioned that the issue is not present when you installed Windows 10. This may indicate an Operating System issue. However, we like to know if you consider this issue solved now. Let us know if you would like to further troubleshoot this issue.

Hi
It's 'resolved' in the respect that it is not happening in Windows 10, but as this is a new laptop it should be able to upgrade to Windows 11 without fault, especially as Windows 10 will be end of life in a couple of years.
This is something that does not resolving so that an upgrade is possible. Can you find out any more information about why this may occur? Find it hard to believe I could be the only person noticing.

To provide you with a recommendation for your issue, we may need to ask for more information about your system and problem environment to better assist you. You may need to reinstall Windows 11 to continue with the support. Please, provide us with the following:
- Does the issue occur using an external monitor?
- Did you try different driver versions? If so, which version did you try?
- Have you enabled the dynamic refresh rate option in the Intel Graphics Command Center or Windows 11 Settings?
- After re-installing Windows 11, create a report using the following Intel®️ System Support Utility (Intel®️ SSU):
- Open the application and click "Scan" to see the system and device information. By default, Intel®️ SSU will take you to the "Summary View."
- Click on the menu where it says: "Summary" to change it to "Detailed View."
- To save your scan: click "Next"; then "Save."

This does not occur on an external monitor.
Driver version from HP is 31.0.101.1032. I've tried the driver direct from Intels' site which is 31.0.101.4146, issue still present.
There is no dynamic refresh rate option visible in Intel Command Centre or in Windows settings.

Thanks for the information provided.
The best thing to do is to use the drivers provided by the system manufacturer (OEM) to eliminate the potential impact caused by loading non-custom drivers. Perform a clean driver installation, updating your graphics card to the Latest driver available on the HP website, 31.0.101.4032. Sometimes, corrupted files from previous installations of drivers can linger on a system which can cause driver updates to not work as expected.

I have tried the drivers provided by both Hp And Intel, the issue is present with both.
I've done some Googling and there are a couple more instances of this on other forums - found by searching 'Intel iris XE cursor lag'.
I imagine that a lot of people don't notice it, but for those that do, it's frustrating as it makes the system feel less responsive.
Enough for me to want to swap to an AMD system instead. However as it's only apparent on Windows 11 and not Windows 10 it gives me hope that there could be an update on future that resolves the problem.

I had that slow mouse thing too, but I got rid of it. Don't remember how. But I have an other issue now. When I leave windows settings open in display settings and I leave it open for a few minutes... it crashes. Do you have that too?
I am getting more sure it has something to do with windows 11. Do you remember when that slow mouse thing happened? I have MSI hardware so the motherboard can be exclude and I use the internal graphic adapter in the CPU and have a HP monitor (HP display center installed, I have closed it but it keeps happening), but probably not the same as yours because I have a workstation. I was thinking it happens after updating to the latest graphic driver....

I would assume this is a different issue, I only have it with the laptop's built in screen. There is no crashing or hanging that I have experienced

Than my windows display settings can be crashing by an installation on top of the graphic driver that recently changed to 31.0.101.4146. I looked in to your log and you have the same driver installed. I did a clean install to the previous intel driver 31.0.101.4091, but nothing changed. Maybe it helps for you or maybe a service did stop...
These are the things that where installed later on, so watch out for these. I start to notes it in the game. And I try a few re-installation, that's why they are scrambled.

You mentioned that you tried driver 31.0.101.1032 from HP, however, we recommended you install driver 31.0.101.4032. Did you try installing this specific driver? Also, we recommended a clean driver installation, did you try this process before? Doing a clean install of the software/drivers for any hardware can help to fix specific issues that can be associated so any additional software that might be causing malfunction.
Also, we want to confirm if this issue is only present on the mouse cursor, or whether or not it affects the application you normally use.

I did not try .4032, but did try .4146 from Intel's website. The issue persisted.
I tried the clean driver installation, no difference.
I think the issue is only present on the mouse cursor, at least that is where the symptom presents itself. It seems that as soon as any other animation starts on the screen, the cursor becomes smooth again, so it's a little hard to define exactly.

We understand that you have not tried installing driver 31.0.101.4032 from HP. Could you try installing the latest OEM driver? We always recommend keeping your system up to date, and the best thing to do is to use the drivers provided by the system manufacturer.
Also, since you mentioned that the issue seems to be only related to the Mouse cursor, we found a thread from the Microsoft Community related to the cursor issue that may help you.
