Intel hd 4000 causes corruption on fresh windows install.

Fresh install of windows 2004 64 bit, No software or drivers, I run windows update and it grabs the Intel hd 4000 driver for i3-3120m and the screen goes like the image attached. Any ideas how to go about fixing this? I have also tried manually installing the driver from the dell website and also intel download centre. None of them seem to work. Also the speakers emit some sort of loud buzzing sound.
