It was not actually fine in Windows 8.1, I had to switch to ATI Radeon graphics (my video is switchable) and use modified Catalyst Leshcat software to see any external monitor otherwise it is blank with Intel and the same with ATI. Now there are no workaround: Catalyst simply not ready for Windows 10 (when I disable Intel video, I got an error with ATI graphics), and Intel can't see external monitor. Please do something with it. I can't live with only laptop's display I need to use external monitor.
