Is it legal to modify *.inf file in intel gma driver?

If you are referring to GMA, this would mean that you have an earlier product that does not have Windows® 10 graphics drivers.
Please make sure you check the list of supported operating system for your Intel® graphics controller.

To answer your post, please check the readme file for each Intel® GMA driver, there you can find the license agreement.
