My Intel HD control panel GUI is completely broken!

Help me out! My Intel HD Control Panel is absolutely cooked, a few months ago it was working fine. But then i opened it to tweak my refresh rate setting and found out it's very messed up, no option was showing. I have no idea how to fix this.
-Device information:
+Sony Vaio Model SVT141A11W
+Windows 10
+Intel HD Graphics 4000
+Driver version: 10.18.10.5161

The reason for this is that your graphics driver may be out of date.

When i went to download the driver (both the .exe and .zip files), none of these worked. Instead, what i got was a message in the photo below.Screenshot (23).png

I have tried not using the settings like mentioned in the post that should bug it out. Still didn't work. Also, a while back it was working find, so i don't think it's those settings that are making it go weird.

Check your Windows update history for an update of ".NET" with a date stamp that matches the beginning of your trouble.

So the Intel support engineers can have more information about your system, Please download and run the Intel System Support Utility (https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows- ) for Windows. Select all data categories and then have it generate a report. Next, have the tool Save the report to a text file (don't try to use the Submit capability; it doesn't work). Finally, using the Drag and drop here or browse files to attach dialog below the edit box for the body of your response post, upload and attach this file to the response post.

it still says my computer doesn't meet the requirements to download it

Actually, i tried the zip file and it installed, but the gui is still broken

Update: I tried both Senkuchan's recommendation and Stefan3D's at the same time. I uninstalled my driver and downloaded the 15.33 driver version (The .zip one) and ran igxpin.exe. At the same time,  i also changed my date and time format. Then, i restarted my computer to find out that the GUI has been fixed. I set the date and time format similar to back  when i had this problem. But my HD Graphics Control Panel stayed normal. So i actually think that updating the driver was the solution here.Screenshot (24).png
