Hello.
When i use external card everything works prefectly fine. When i switch to iGPU from 4690k that is 4600 HD evertyhing is broke. I can't install windows, i can't even boot into live linux. When i install windows with external card and then switch do iGPU the PC restarts every minute, giving no bluescreen or minidump or any kind of information. Should i RMA the processor or the motherboard?

What is exactly the processor or graphics behavior when you try to install Windows or Linux?
Have you tried updating computer BIOS?
Please bear in mind the graphics hardware is part of the processor itself. It might be defective because you are saying everything works when you put a video card.
Allan.

I fixed the issue. Problem was that the haswells are so energy efficient that older PSU can't handle that and they malfunction. I overclocked CPU, iGPU and deactivated some power saving options in UEFI and everything works!
