What happens with windows 8.1 is that it manages graphics differently; it is adds improved support for graphics, so the Intel driver leaves the memory allocation to windows 8.1. You would not need to increase dedicated memory to improve graphics performance. Now for how and if you can adjust the dedicated memory, you would have to check with the OEM since these changes should be made in the BIOS.
