On Win XP, my graphics is Intel® 82945G (driver v6.14.10.4926), it works well with no Open GL error in applications Counter-Strike 1.6

On Win 7 Home Premium 64-bit, my graphics (lastest driver v15.12.75.4.64.1930) not support Open GL in applications Counter-Strike 1.6.

My computer model is Gateway E6500. I tried with model Asus P5GC-MX and it all say not support Open GL.

My dxdiag report with Gateway E6500 :

Hello bjtip,

The reason of this is that the latest Operating System this controller can support is Windows Vista. Here you can confirm this information:

The Intel® 82945G supports up to OpenGL 1.4 and DirectX 9.0. Here you can confirm this information:

Based on your description and as per information provided above, it seems the Operating System may not be working properly and using unsupported Operating Systems may cause unknown and unexpected behaviors.
