Zingam: I just received some updates from the research we are doing on this matter and actually the OpenGL version is hardware related and not software related. On the link below, depending on the processor you are using, you will be able to confirm which OpenGL version it supports:

Hi, Alberto, it is correct that Hardware needs to support the OpenGL version but I am quite convinced that KabyLake, Skylake etc. generation graphics support it as evident from the Linux driver here: http://www.mesamatrix.com also these GPUs support latest Vulkan fully.
Just inform your driver team that developers are interested in OpenGL 4.6 and especially the SPIR-V extensions as soon as possible.
Zingam: I just received an update on this subject and actually the Intel drivers for Microsoft® Windows support up to OpenGL 4.5 currently.
