OpenGL: How to disable intel's "Force texture compression" in application?

In "Graphics Properties" there is two options:

 

- Force S3TC Texture Compression

 

- Force FXT1 Texture Compression

In application, how to disable this compression? I don't use extension-specific functions like CompressedTexImage2DARB() etc (extension GL_ARB_texture_compression). But all textures is compressed anyway with loss of quality.

Advice?
