Who's driver? The one supplied by dell, or the Intel generic driver?
Does your laptop have dual graphics?
What is your processor model number?
Have you asked dell about this?

I bought the dell laptop with the intel uhd 620 graphic card included. If I uninstall the driver, I notice that the animations work more fluently. The laptop does not have dual graphics, but if I uninstall the intel driver, another driver (I think the standard VGA driver) will be activated. The strange thing is that the problem only exist when I am using the 4k resolution on the laptop. So I think it is the same problem as described here: https://answers.microsoft.com/en-us/windows/forum/windows_10-performance/4k-laptop-lag-in-windows-10-ui-animations/38b87055-b1fd-4502-8bf2-8ae7484c05b1

Use only the driver provided by dell for your laptop.
