I have an intel® celeron® processor g1610.
When i reconnect a monitor to my pc, it is not detected. I have to restart my computer to detect the second display.
I.e. it cannot be selected (e.g. with ⊞-P). In the Intel software only one monitor is available.
Only after a restart the second monitor becomes available.
OS I use is Windows 7.
I have a Gigabyte GA-H77-DS3H - ATX - LGA1155 Socket mainboard.
With my previous set-up (some monitor) this was not an issue. So I assume this is not a problem with the monitor or with Windows 7, but with Intel Graphics.
The reason I reconnect my second display, is because I use that display also for watching television.
Could someone help me fix this issue? Thank a lot.

It depends on the motherboard maker detect a second monitor with correct cables, make sure you are using end to end cables, such VGA to VGA or HDMI to HDMI cables.
Test the computer with an updated graphics driver. See link below and filter by operating system version:
