Hi,
What version of .Net Framework do you have installed?
How to: Determine which .NET Framework versions are installed
Does this happen when trying to install the application or when trying to launch it? (did it work before? was there any software change/update that may relate to the date when the issue occurred for the first time?).
What other steps have you tried? (maybe reinstalling IGCC?) What is your graphics driver version?
Sorry for the late reply, I can't use internet for the last 7 days.
Anyway, I'm using Intel® Graphics - Windows® 10 DCH Drivers Version: 26.20.100.6912 (Latest) Date: 6/19/2019.
I updated from version 21.20.16.4494 that was provided by ACER.
My net framework version is: 528049 aka .NET Framework 4.8

I was checking but I do not see where you are getting Intel ® Graphics Command Center from, please tell me where you are downloading it from. You need to download it from the Microsoft* Store. Please refer to the link below:
https://www.microsoft.com/en-us/p/intel-graphics-command-center/9plfnlnt3g5g
Once downloaded from there, please attempt to install. Let me know if the issue happens with this download.
