Specific resolution changing to a downscalled resolution

So I have an extremely odd resolution question my resolution is 1920x1080 and I need to a program to think my native resolution is 4k.

My computer can't render 4k but that's not the issue I rendered the program on a 4k screen and everything rendered correctly and I was able to then downscale that to simple 1080p. For whatever reason when the program thinks it is rendering at 4k it renders correctly, however when it renders at 1080p it breaks.

So my question is how do I get programs to think I am running 4k even when my screen can only display 1080p, it's very, very important I can't need to see 4k pixels on my display I just need programs to think my native res is 4k so it will render correctly and then be downscaled to my 1080p screen.

What is the model of the motherboard?

If this is a laptop, what is the model of it?

Is this a new computer?

Which Windows* version are you using?

What is the name of those programs?
