Bear in mind your graphics controller supports Windows 7 32 bit only. If you are looking for an updated driver for win8.1, you need to refer to Microsoft Windows updates

I have Intel® Atom™ Processor N2600 support windows 7 32 bit only
that mean i can not install windows 8.1 why?
what problem ?

is there any problem if install windows 8 ?
Is there a solution to make it support windows 8.1 and The newer systems in the future maybe windows 9 without problem ?

The computer will take any operating system you install on it, that's no problem; the actual issue is the support you will get for drivers to make your computer fully functional.
Updated drivers are offered through Microsoft updates on the Microsoft web site, if you need further details, you need to get a hold of Microsoft support lines
Intel does not have plans to develop drivers for Windows 8 or 8.1 for your graphics controller. I am afraid, I am not aware if your system will not work properly with newer operating systems in the future.
