Weird dots just appeared and won't go away

I have 4 white dots with blue centers that have appeared on my laptop screen and no matter how I scroll or what document, browser window, etc. I have open those dots are there.

In case anyone else has this problem.  I tried shutting down and rebooting.  That fixed it.
