I have a Dell Inspiron 13-7353 running win10 and a i5-6200U with HD Graphics 520. Every time I close and then open my laptop, the screen does this thing where colored bars appear vertically across. So far the only solution I have is to restart my laptop until it says windows didn't start right and I can get back on. Since I'm constantly moving through my school building, this is a serious issue. Please help.

Have you contacted DELL support? That would be your first path.
In the meantime, one of the Intel support staff will be able to assist you.

No I haven't contacted dell support since I need to call and I haven't had the time. Besides I believe it has something to do with my laptop's iGPU so I figured I'd come here

So after calling Dell Support, they attempted to charge me for an extended warranty to give me support on this issue. I got nothing out of calling.

For this scenario we recommeend to install the graphics driver provided by Dell, please try to install driver 4771:

Since the laptop is working with Intel® HD Graphics 520, we can also try driver 4877:

If the problem persists after that, then to get in contact with Dell again will be the next thing to do, either for them to suggest more troubleshoot steps on this matter, like a BIOS update or for them to provide warranty assistance on the unit.
