I just did a complete clean install of Windows 10 and installed the latest HD 620 drivers. In the PDF that explains "what's new" with the latest drivers, it lists the Intel Smart Sound drivers will be updated to:
Intel Smart Sound Technology (Intel SST) Audio Controller Intel 10.23.0.2427
and
Intel Smart Sound Technology (Intel SST) OED 10.23.2427.3
yet both of those on my system are still on driver version 9.21.0.2853
WHY DON'T THEY GET UPDATED?

Are you experiencing any issues with the sound? I was checking the latest graphics driver page and there is no mention of Intel ® Smart Sound.
Let me know if you are experiencing issues, if so, To better assist you with your request, I will need to check some information about your computer. Please follow these steps:
1. In the keyboard, press WinLogo key + R.
2. In the Run box please type dxdiag and hit Enter.
3. Click on Save All Information (save it in your desktop).
4. Attach the report to this thread.

I think I figured it out. In the PDF file notes from the HD 620 driver it says the following will be installed: Intel Audio Driver 10.27.0.4 (7th, 8th, 9th Gen)
I was confusing the Intel Audio Driver with the Intel Smart Sound driver. The Intel Audio driver did indeed update to 10.27.0.4
