Once you are running on DCH-architected graphics driver releases (build version 6444 and later), context menu-based Control Panel apps are no longer allowed. Instead, the app must be standalone initiated and downloaded from the Microsoft App Store. The later graphics driver packages do this automatically. Look for the replacement app, Intel Graphics Command Center, in your Start Menu under 'I'.
