hd graphics fullscreen problem

Hello i try to play games like fortnitne and pubg on lower resolutions of 1920x1080 .. when i change the resolution for example to 720p it gows windows mode and when i put it fullscreen it cuts the screen and its like it is windowed mode idk what to do help

What Windows version? All updates applied? What graphics driver? Installed by you or by Windows Update? If the latter, what happens if you back off to version supplied by your board manufacturer.
