In regard to your inquiry, I just wanted to let you know that the Intel® Core™ i7-6700 processor does support quick sync, as you can confirm on the following link where it says "graphics specifications":

There is no need to enable it, it is a feature that is embedded on the processor, so, as long as you use the graphics of the processor, quick sync will be working.
Remember, that if you use a external video card, then the graphics will be supported entirely by that video card, the way to work with the graphics of the processor, will be by using the PC without a video card.
