I won't comment on the baloney going on up the road in Redmond (I am in Oregon).
As for release notes, you can access them via the download pages in the Intel Download Center. Simply open https://downloadcenter.intel.com and search for "DCH" and you should get a hit for the download page for the DCH Graphics Drivers.

Note that, on the left, there are links for other versions and, on the right, a detailed description as well as links for the Read-Me and Release-Notes files. I agree the release notes could be a lot better.

If this is a laptop, you should stick with the drivers provided by your laptop vendor as they may be customized. If you absolutely need a later release, you need to be asking your laptop vendor to make such a release available.
Unfortunately, if your laptop is a year or two old, I rather doubt the vendor will be willing to put much work into making a newer version available, but this is between you and them.
