What Intel HD Graphics driver package are you attempting to install? What is the name of the file you are downloading from the Intel site?

The DCH drivers are intended for use with the 1809 release of Windows 10 You are using a previous release. Upgrade to the latest release and then follow previous instructions for installing the DCH driver. If you are going to stick with the old release, then don't attempt to use the DCH-based driver versions (of course, this will cut you off from all future driver fixes as all releases moving forward will be DCH-based).
