Hi, lee1988.
Thank you for posting in our Intel communities.
Have you tried to manually change the fan speed through Intel Arc Control? This feature will allow setting a customized fan curve. If yes, how which setting are you using?
Also, did the fan speed max RPM work before, and when you encountered this issue? Sorry for so many questions, but sometimes it’s the most random thing that's causing the issue.
Looking forward to your response. Have a nice day ahead!

Hi, lee1988.
When you attempt to modify the fan speed using the fan curve or percentage adjustments, it doesn't seem to affect the fan's operation, which persists at maximum speed. This might indicate an issue with the software not properly applying the settings. Let me gather the following details in order for us to further understand the situation.
- Could you confirm if you've updated your driver to version 31.0.101.5379?
- Could you provide the specific RPM reading when the fan is at full speed?
- Have you observed any excessive noise from the fan when it's running at this high speed?
Moreover, I would like to go a step further and confirm details such as processor, graphics models, drivers, and system errors. The Intel SSU tool can gather such details about your system configuration that may help me root cause of this issue.
Best Regards,
Von M.

Same problems here; Tried about everything that is purposed in this topic, but no vail.
Only solution is to restart the PC.
Today I tried a simulair card ARC a770 16 GB and everything is back to normal. So definitly the Graphics card is defective and will RMA it for repair, it is still under warranty
