I had a feeling I should have waited to upgrade.
This could be Ubuntu bug since I had to switch to nouveau, reboot, switch back to nvidia-driver-XXX(proprietary, tested), and reboot on my GF's daughter's computer after upgrading to Ubuntu 24.04. Just in case this not a Ubuntu bug... Maybe The repo is not prep'd for 24.04 yet?
here is how it happened
1. Base install - Ubuntu 23.10 + ARC drivers ( from the intel repo ) + Blender 4.1.1
2. open Blender and go to GPU settings, should find the GPU
3. Upgrade Ubuntu 23.10 to Ubuntu 24.04
4. open Blender and go to GPU settings, GPU is currently missing
I tried sudo apt-get remove --purge '^Intel-.*' and reinstalling but didn't seem to help

I just upgraded to Ubuntu 24.04 ( from 22 LTS ) and Blender sees it.
It looks like it's resolved to me.
